question on artist commissions

A month ago, an artist my friend and I like opened 5 slots for commissions. My friend got the 5th slot and 2 days later he opened up more slots and started randomly doing commissions. He has done 7 new commissions and not yet my friends. Is it ok to randomly do commissions when having slots or should you do them in order like first come first serve?
