Getting scammed as art commissioner.

I will not pay any artist I HAVEN'T COMMISSONED BEFORE as "send money to friends & family" via PayPal again. Only business transactions. I have been scammed out of commissioned art too many times now. Why do people treat this as "I'll take the money and then don't give a shit."
This pisses me off so much. No, I am NOT entitled to instant art. No I am not entitled to bug an artist every other day about my commission. HOWEVER, I am fucking entitled to eventually RECEIVE THE SERVICE I PAID MONEY FOR OR GET MY MONEY BACK...
Why do so many people think it's okay to be that way. You offer a service and receive money for that. Not providing the service is a scam. Period.
