Kir'illian custom species idea

Kir'illians are a race of bipedal aquatic reptiles, they come in a variety of colors and shapes, but they all appear to be female, until one takes a closer look. They are an entirely hermaphroditic race, except in rare cases (approx. 1/200,000) in which a rare birth defect causes an individual to be born with only one set of genitalia. For example; a child is born and the doctors discover it is purely female. This individual is believed to be chosen by their ancestors to spearhead scientific development when they come of age, they are rigorously schooled in the field of science as soon as they enter school at the age of 4 years old, all the way until they are assigned to a division, and then, a laboratory. Some may instead choose to be inventors, over the course of their lives, they will all find ways to contribute to their society.
The average Kir'illian stands at 5'8 feet. Kir'illians are scaled, and can have patterns and markings across their entire body. Their mouths are lined with razor sharp teeth, and long fangs in replacement of their canines, which they use to suck blood, or deliever venom. These fangs are half-embedded in their gums, and muscle contractions push them further out as they prepare to strike a target. The fangs fall out and are replaced over a Kir'illian's entire life, every 2-3 months. A Kir'illian's eyes are capable of bio-luminescence due to algae collecting and growing in their eyes. The algae is not harmful, and in-fact is symbiotic with the Kir'illians. Blue eyes symbolize a young, healthy Kir'illian, with purple eyes signaling a Kir'illian is roughly half-way through their lifespan. Their eyes then begin to turn green in the last 10-20 years of their lives. Adorning their heads are horns, varying in shapes and sizes, which they often decorate with traditional head pieces, ranging from all sorts of materials, such as stone, metal, or the rarer material on their planet, wood.
Kir'illians possess a hood, similar to a cobra, which extends outwards when they feel threatened. This hood may also be decorated during ceremonies, or day to day life, although not as commonly as the decorative headpieces which are commonplace in their society. They have fins located along their arms, legs, and feet to assist in swimming. They possess a dorsal fin on their back similar to an Earth shark or dolphin. There is also one on the upper part of their tail. Their hands each have three fingers, plus a thumb. Each finger is tipped with a sharp claw, and although they are omnivorous, they prefer meat. They use their venom to hunt and kill marine animals. Kir'illians are immune to their own venom, a Kir'illian can never kill another of their species using their own venom. Their tails are always tipped with fins, in different shapes and forms. Sometimes, although rarely, Kir'illans decorate their tails, although will almost never use anything other than metal ring piercings, as to not hinder their ability to swim.
Panazin the homeworld of the Kir'illians, is covered in approximately 90% water, although there are land masses, particularly large south of the equator. Larger companies like to set up operations on continents or islands with trees, as the price of wood to Kir'illians is high, several hundred Leni for just the most common bundle. The government of Panazin enforces strict re-planting laws on these corporations, fines of several hundred thousand Leni can follow if the laws are ignored, even for just as little as 10 trees.
The Kir'illian Government is a Technocracy, with top-level scientists, engineers and doctors governing the planet, overseeing scientific development, and the construction of their underwater structures. Those that are born as a Lithiris often find themselves in the government in their older years of life.
