So I found this baby bird...

I was walking down the street today in Philly when I came upon 2 baby birds in the middle of the side walk, one was a flegdling and was chilling by the side of the building in the shade(its mother eventually came down and tended to it), the other was much smaller, it had some feathers and was flopping around all over the place and in harms way. I sat down beside it so that it wouldnt get stepped on while I phone my mother for advice. It cuddled up to me for whatever reason.
Ultimately there was nothing I could do for it, I don't live in PA and they don't allow animals in my dorm, I was told by several people passing by not to touch it as the mother wouldn't take back. For the record i wasn't trying to touch it just to keep it from being trampled. I had to leave it there and hope for the best as pet control doesn't deal with 'minor' issues of this nature.
This is actually the second tiny baby bird I've come across this week, unfortunately the first has already died, I'm just wondering what to do in this situation should it happen again.

Perhaps take some disposable med. Gloves with you in whatever kind of bag you may have, the most you can do without medical experience is simply getting it out of harms way, I'm afraid
It's sad, but I'm afraid that's just how it goes with animals.
Don't think too hard into it, you've already done 1000x more than 99.9% of people would try to do, you should be proud you even bothered, most folks wouldn't
