True work of an academic. Spends long hours stating and restating what is a good diagnosis of the problem. Twists and abuses the notion of meritocracy to the point of having a misleading title. The proposed solution is just a couple of quicks half baked ideas that may be good elements of a solution if someone bothered to think them through
