HEOR or HTA are often debated for their better value in our search for an appropriate tool to analyse holistically our choice for best investment when introducing new solutions in healthcare. Health economy and outcome research(HEOR) and Health Technology Assessment ( HTA) are both dependent on data,which is clean and large enough to assess best use of money as well as efficacy of the new solution When it applies to discovery of new drug or device,it has different dimension , and when it applies for healthcare,it has different dimension.Even within healthcare,it has different dimension for individual health and different for public health.Even within public health,it has different dimension in LMIC and HIC.Sometimes cost become major factor, other times efficacy and equity become more relevant. While choosing one, there are simple thumb rules The method you are choosing should have consensus approval of all stakeholders including government and evidence for their best result in other countries. If this thumb rule is applied across the full dimension of healthcare,you will find it comparable, acceptable and with best budget impact
