This afternoon, Chancellor Rachel Reeves made a statement to Parliament outlining a series of spending cuts. The statement was made after a review found a £22 billion overspend from the previous Government. This included a £1.6 billion shortfall in the transport budget, and led to the following announcements: 🟢 All Government departments have been asked to make savings totalling £3 billion in this fiscal year. 🟢 The Secretary of State for Transport will review all unfunded transport projects, and will not progress projects that have not previously been committed to. 🟢 The Restoring Your Railways Programme has been scrapped, as have road projects on the A303 and A27. 🟢 The Budget was announced for 30 October, with a full OBR forecast. Additionally, a multi-year spending review was announced that will set budgets for at least 3 years. Read the Treasury release below ⬇️

RIA Scotland welcomes the news that Ms Hannah Ross has been appointed as Chief Executive at Scottish Rail Holdings Ltd. Ms Ross currently Head of Major Projects and Commissioning at The City of Edinburgh Council, will join SRH on 30 September. Ms Ross has been the lead on the Trams to Newhaven project since 2018, securing business case approval and successfully delivering the construction, testing, and commissioning of the project prior to the opening of the extension to the line in June last year. She was recently recognized for this work with an ‘Outstanding Contribution to Transport’ award at the Scottish Transport Awards last month. As well as Chief Executive of Scottish Rail Holdings, Ms Ross will also chair the boards of ScotRail and Caledonian Sleeper. 📢 RIA on UK National Audit Office HS2 report Key paragraph from today’s NAO report on HS2 is below. It throws into question the whole logic of the cancellation decision (which the NAO was not allowed to question as a matter of Government policy). It confirms that there are no plans to address the upcoming capacity crunch on the West Coast Mainline. It also shows that the existing proposals actually make things worse (fewer seats to the north) and that ‘managing demand’ (i.e. higher ticket prices) may be one of the ways the government is forced to respond unless there is significant new infrastructure. The HS2 programme was originally intended to improve capacity on the West Coast Main Line. However, the HS2 services that will run north of Birmingham will not resolve capacity issues on that section, and DfT estimates that the line could reach capacity by the mid-2030s. DfT plans for HS2 trains to run from the Phase 1 track onto the West Coast Main Line in place of conventional trains, but the trains will have fewer seats than existing services unless changes are made to existing infrastructure and stations to accommodate longer trains. Options for addressing capacity issues involve, at a high level, managing demand for rail services or investing in infrastructure such as additional tracks and longer platforms.
