Beyond the political symbolism this Budget also represented an important economic inflection point: the Chancellor needed to find the balance between caution and optimism, between paying down the national debt and investing for the future, in the Prime Minister’s words – the trade-off between ‘tough tax rises’ now and ‘better days ahead’. A second challenge was to offer the vision and certainty for Government departments to back up the policy and priorities already set out in the first 100 days. Well if nothing else, today proved that life in economics consultancy is certainly varied. Today the Lichfields UK team attended the Institute of Economic Development Annual Conference. There were great speakers, and we led a breakout session to discuss economic development across boundaries with a distinguished panel comprising Tom Stannard, Lynne Miles and David Godfrey. Plus an opportunity to catch up with clients and colleagues, including Kirubele Getachew on supporting early career economic development professionals. And this evening, Ross Lillico and I attended the launch of the McDonald's at 50 social and economic impact report prepared by Lichfields as part of a celebration at the House of Commons. Evaluation is the act of systematically assessing the effectiveness of an intervention’s delivery, impact and value for money. It can be used to determine the impact of policies and funding regimes, shape future policy design, and help make the case for further investment. During the Labour Government’s first budget in 14 years, the Chancellor Rachel Reeves vowed to “invest, invest, invest” as the only way to drive economic growth but warned of a challenging time for public finances. If that is the case, then evaluation is central to determining and demonstrating whether an action has improved performance and delivered value for the tax payer.
