More peer-reviewed receipts for the benefits of 24/7 CFE procurement. Iegor Riepin and Tom Brown at Technische Universität Berlin take a holistic look by stress testing these procurement models under different assumptions and countries. They find that 24/7: ➡️ Reduces customer and system-level emissions "Through 24/7 CFE procurement, participating consumers can eliminate carbon emissions associated with their electricity consumption and help to decarbonise the entire electricity system." ➡️ Has a small cost premium until the last 5-10% "90%–95% 24/7 CFE targets have only a small cost premium over 100% annual renewable matching. 100% CFE target can be achieved with solar PV, wind and battery storage, but at a high cost premium for participating consumers." ➡️ Incentivises new technologies to balance variable renewables "24/7 CFE procurement creates an early market for advanced energy technologies the system will need later: long-duration energy storage and clean firm generators." ➡️ Premiums will reduce as new technologies become available "The cost premium of 24/7 procurement with high CFE targets may substantially decrease if advanced energy technologies are available for commercial scale-up." ➡️ Works across a range of key variables "Despite the inherent variability in regional characteristics – ranging from renewable resources and national policies to degrees of interconnection – the model shows a consistent effects of 24/7 clean energy procurement on both participating buyers and overarching system-level impacts across all analysed regions." ➡️ Becomes even more relevant as grids get cleaner (vs annual matching) "The disparity in decarbonisation outcomes between 24/7 CFE hourly and 100% annual renewable matching policies becomes increasingly pronounced as local grids transition to cleaner states over time." The world (and especially the power sector) is incredibly hard to predict. As we design the next generation of clean electricity procurement targets, clean product regulations, and accounting frameworks, their integrity must be robust under a wide array of variables, not just for edge cases. For me, this is a critical outcome of this paper - the 24/7 CFE model is relevant across a wide range of geographies, technological availability, policy frameworks and even as grids get cleaner. That's the framework we need.

The Australian government is proposing very weak rules for it's hydrogen subsidies, that will enable coal and gas-based hydrogen to be labelled "green". The government is only requiring one (same grid requirement and even that seems in question!) of the critical three pillars, proven by evidence, common sense and regulations in the EU (and likely the US) to define clean hydrogen. In not requiring additionality, this new hydrogen load will be met in large part by additional fossil-fueled electricity (Australia has a coal-heavy grid). In not requiring time-matching, nighttimes with no wind or sun will see fossil-powered electrolyzers claim to be run by daytime solar. All of this "green" hydrogen being paid a generous 2 AUD/kg. Remember this, Coal powered "green" hydrogen is ≈6X times and gas power is ≈2X more carbon intensive than today's grey hydrogen. What is the point of a hydrogen economy that drives up emissions and is not even qualified as green in international markets? This is an excellent summary of the situation on Australian Broadcasting Corporation (ABC) by Michael Myer, Chairman of Sunshine Hydro. His ask is clear. Require the three pillars and reward the companies that can put together firmed green power portfolios that can competitively produce real green hydrogen in Australia. Let's hope some common sense prevails. (Having been heavily involved in both EU and US discussions on this topic, please send me a DM if you in Australia and looking for resources to help fix things!)
