Despite the condition of the building being partially collapsed, Darryl Howells Planning Consultancy Ltd. argued that the renovation and reuse of the building as a dwelling complied with Green Belt policies. The planning officer confirmed "Although the site has become overgrown, it is not considered that the site has ‘greened over’ as the bungalow, albeit not in a liveable state currently, is still visible both in aerial photos and from xxxx Lane itself". The Inspector accepted the planning arguments made by Darryl Howells Planning Consultancy Ltd. that included there being no uniformed pattern of development in the area so this proposal would not compromise that residential character or the building line. Regarding the Council's position of lack of housing delivery to meet Government targets, the Inspector judged "The proposed development would be located with access to a range of services and facilities. In light of the housing under-supply position, I give great weight to the provision of an additional dwelling at the site".
