About us

The BESA has been putting its members at the heart of building engineering services since 1904. BESA - the Building Engineering Services Association is the UK's leading trade association for building services engineering contractors – representing the interests of firms active in the design, installation, commissioning, maintenance, control and management of engineering systems and services in buildings. BESA’s headquarters are in London, but we are active throughout the UK. We have a separate presence in Scotland, Wales and Northern Ireland, as well as eight regional offices across England. This regional presence facilitates member networking and sharing of best practice, business opportunities and advice on local and national developments. One of the key requirements of BESA membership is the demonstration of technical competence, commercial capability and adherence to health and safety best practice. This is assessed through regular, third-party inspection and auditing, ensuring our members are upholding what is affectionately referred to as the association’s ‘badge of quality.’ BESA membership means that clients can be sure they are employing firms who work to the highest standards, giving reassurance that their project is in safe hands. BESA members benefit from access to a wide range of services and support that is carefully tailored to their needs, and which helps them to build better and more profitable businesses. BESA is committed to lobbying on behalf of its members on a wide range of issues that affect their businesses and the commercial environment in which they operate. BESA is itself a member of the Specialist Engineering Contractors' (SEC) Group and of the Air Conditioning and Refrigeration Industry Board (ACRIB) and works closely with other bodies throughout the sector – including BSRIA, CIBSE, ECA and FETA and is a member of the CIBSE Patrons corporate supporters’ network.

    ⚠️Understanding the Building Safety Act Gateways ⚠️ Following our last posts, today we’d like to highlight the Building Safety Act Gateway 3, pertaining to the occupation phase of a building. At this stage, the client submits an application for a Completion Certificate, providing evidence that the building has been constructed according to the approved plans. Evidence is required to show that the building is safe to occupy, to apply for the completion certificate and to show ongoing management plans. The Principal Contractor must hand over the Golden Thread, a detailed record covering everything from design to maintenance, capturing important building information throughout its life, and operational information. This also involves the submitted documentation being thoroughly assessed by the Building Safety Regulator and on-site inspections taking place to verify compliance. Gateway 3 also requires the appointment of a Building Safety Manager who will be responsible for overseeing building’s safety throughout its operational life. Once the Completion Certificate is issued to the Principal Accountable Person, the building must be registered with the Regulator.     ❓Are you aware of the roles and responsibilities as part of the Building Safety Act? The Building Safety Act 2022 outlines the dutyholders involved in commissioning, designing and undertaking the construction of new buildings. These are: ➡️The Client who commissions the building works. ➡️The Principal Designer who is control of the design work. ➡️The Designers who carry out design work. ➡️The Principal Contractor who is in control of the construction and refurbishment work. ➡️The Contractors who carry out construction and refurbishment work. Additionally, competence requirements (i. e. required skills, knowledge, experience and behaviours) are also set out to ensure those working on a building are competent to do so.     From the first meeting of the Building Safety Act Advisory Group (BSAAG), it was clear that Tier One contractors would drive the process of change through their supply chains, starting with the specification of compliant construction products verified by the Code for Construction Product Information (CCPI). But while some have a clear idea of what the implications and the responsibilities of the Building Safety Act are, others are either overwhelmed or think it doesn’t affect them. Putting different interpretations aside, what are the opportunities for the building services industry arising from this legislation?
