The UNEP-led Cool Coalition is a global multi-stakeholder network that connects a wide range of key actors from government, international organizations, businesses, financial institutions, academia, and civil society to facilitate knowledge exchange, advocacy, and joint action toward a rapid global transition to efficient and climate-friendly cooling. The Cool Coalition promotes a ‘reduce-shift-improve-protect-leverage,’ cross-sectoral approach to meet the cooling needs of both industrialized and developing countries through better building design, energy efficiency, renewables, and thermal storage, as well as phasing down HFCs. Cool Coalition partners are collaborating on policy, finance, technology, and science to meet growing demands for cooling in a comprehensive manner, all aimed at raising climate ambition in the context of the Sustainable Development Goals while complementing the goals of the Kigali Amendment to the Montreal Protocol and the Paris Agreement. The Cool Coalition advocates for a structured approach to efficient, climate-friendly cooling for all, which means: REDUCING the need for mechanical cooling through better urban planning and building, including nature-based solutions such as green spaces, roofs, and walls. SHIFTING cooling to renewables, thermal storage, and district cooling approaches. IMPROVING conventional cooling by increasing efficiency and reducing the GWP of air conditioning and refrigeration equipment and demand response measures. PROTECTING vulnerable people from the effects of extreme heat and the consequences of unreliable medical and agricultural cold chains. LEVERAGING cooperation between different actors to achieve a greater collective impact. 🎵🎶Summertime and the living is no longer easy 🎵🎶 Record high temperatures are striking, habitual weather patterns are disrupted and we face a frightening prospect of surge in cooling appliances to cope. A coping strategy that may make it worse. Instead we need to adapt by first and foremost ensuring city governments get the resources (knowledge, science, experts, space and money) they need. Second we need to go full frontal on passive cooling particularly through Nature Based Solutions. Third we need finance to flow, and once it does to flow to the right places and for the right purpose. As we enter the last strides towards preparing #NDC3.0 for submission in February 2025, there is a place for heat strategies, for actions of #cities to be embedded, recognized and supported, for measures on cooling to be enacted and for Nature Based Solutions, the all-powerful mitigation and adaptation solution. 🌍 #Indonesia Sets Path for Climate-Friendly #Cooling with National Cooling Action Plan 🌱 On August 6th, 2024, in Bali, the Indonesian government launched its first-ever National Cooling Action Plan (I-NCAP)—a groundbreaking initiative that addresses one of the most significant contributors to global warming. This inter-ministerial effort is set to guide Indonesia towards a #greener, #cooler, and #netzero future. “The launch of Indonesia’s National Cooling Action Plan marks a crucial step in our commitment to protect our people from #extremeheat with climate-friendly cooling solutions. This National Cooling Action Plan will serve as a systematic and comprehensive framework to realize lower #energy demand and #emissions while improving the resilience of our population and #economic sectors,” stated Dr. Eniya Listiani Dewi, Director General of New, Renewable Energy, and Energy Conservation (EBTKE), Ministry of Energy and Mineral Resources (ESDM). The I-NCAP focuses on three critical areas: 1. Building space cooling 🏢 2. Food cold chains ❄️ 3. Mobile air conditioning 🚗 Aligned with Indonesia’s enhanced Nationally Determined Contribution (NDC), the plan was developed with support from the United Nations ESCAP, the UN Environment Programme (UNEP), and Sustainable Energy for All (SEforALL) within the Cool Coalition framework. 🌟🇮🇳 UNEP India Cooling Program in partnership with IFC - International Finance Corporation has successfully organized a series of roundtables across #Delhi, #Jaipur, and #Mumbai. These events brought together real estate developers and financial institutions to discuss the business case and #financing for passive and #energyefficient #cooling in #healthcare, #commercial, and #residential #construction. 📊 UN Environment Programme and IFC teams presented their initiatives aimed at accelerating financing and enhancing private sector capacity for sustainable cooling in India. Passive cooling is crucial to building resilience against extreme heat. 🔥 As highlighted by the United Nations Secretary-General António Guterres in his Call to Action on Extreme Heat, over the past year (July 2023 to July 2024), we have experienced extreme temperatures exceeding 50 degrees Celsius, leading to more frequent and severe #heatwaves across the Indian subcontinent. Researchers at the University of Cambridge have estimated that "90% of [India] is at extremely cautious or dangerous levels of adversely impacting adaptive livelihood capacity, food grains yield, vector-borne disease spread, and urban sustainability." 🙏 Thank you to all our participants for their enthusiasm! We are grateful to the Swiss Agency for Development and Cooperation, IFC, and EDGE Green Buildings India teams for their constructive partnerships that enabled these exciting exchanges. 🌡️ In his Call to Action on Extreme Heat on 25 July, the United Nations Secretary-General António Guterres highlighted that “unbearable temperatures over 40°C and even 50°C are increasingly frequent in many parts of the world (World Meteorological Organization).” However, "there is deep iniquity in access to #affordable and #efficient #cooling systems globally." As such, "we must respond by massively increasing #access to low-carbon cooling, expand #passivecooling and clean up cooling technologies while boosting their efficiency." A key focus area of #COP29 will be on #finance, with countries expected to agree on a new collective quantified goal (NCQG) to succeed the US$100 billion climate finance goal. "The world must rise to the challenge of rising temperatures." — António Guterres, United Nations Secretary-General Over the past year, from July 2023 to July 2024, we have faced extreme temperatures exceeding 50 degrees Celsius. In his Call to Action on Extreme Heat, the UN Secretary-General highlighted the need for investment in a "triple strategy": 1. #Passivecooling: Utilizing #nature, climate-sensitive #urbandesign, reflective surfaces, and smart #buildings. 2. Improved #energyefficiency: Enhancing the efficiency of buildings and cooling equipment. 3. Phase-out of climate-warming gases such as methane, black carbon, ozone and hydrofluorocarbons (HFCs), aligning with the #GlobalCoolingPledge at COP28 UAE. Additionally, he emphasized the importance to "develop and implement comprehensive, risk-informed heat #actionplans (and #cooling plans) that are tailored to #local contexts".
