Tova Anael Fischer is the wife of Bill Simmons and the mother of Seymour Simmons. She is strong-willed and strident—good qualities for an agent of Sector Seven. Originally going by the Americanized name Anne Fischer, she quit the organization after Bill went missing and changed her name to Tova Simmons, opening a delicatessen in hope of keeping her son away from the madness that was his family's legacy.

Nothing was known of Anne Fischer's life before she joined Sector Seven and fell in love with her fellow agent, Bill Simmons. The pair were wedded in a secret ceremony in 1953, the relationship and marriage kept secret from other operatives for security purposes.

Anne and Bill were stationed at the Sector Seven Alpha Command Post in February 1954 as part of a skeleton staff when an act of sabotage trapped them in the facility with a rapidly-thawing Megatron. After Simmons was forced to subdue and lock up the raving Philip Nolan, who believed that an N.B.E. had taken human form and was responsible for the sabotage, Anne tried to defend her husbands actions to him. Nolan dismissed her words, however, unwilling to trust her on the basis that he had already figured out that there was something going on between her and Simmons. The subsequent death of their fellow agent Fontaine while Nolan was in captivity proved his innocence and call his theory into question, so the remaining crew—Anne, Bill, Nolan and Joe Danco—submitted themselves to blood tests to prove they were human. Anne's test revealed that she was pregnant, and their secret marriage was revealed, which only served to convince Nolan that the couple were conspiring against him and prompted him to draw his gun on them. At gunpoint, Bill led the group to the secret tunnels below the base he had been assigned there to study, at which point Danco was revealed to be the true saboteur. A struggle ensued, during which Megatron finally de-frosted and came bursting through the walls; simultaneously, above ground, Bill's grandfather Walter called for liquid nitrogen bombs to be dropped on the facility to prevent Megatron's escape. The Seeker Jetfire intervened, but was only able to save Anne and Nolan, shielding them from the freezing blast.

Believing Bill to have died, a heartbroken Anne acquiesced to Walter's wishes, leaving the organization and raising her son apart from the tainted Simmons legacy, eventually opening a delicatessen in partnership with a Mr. Cappuccio. Frozen To make a clean break, she even changed her name, going back to "Tova", but sentimentality got the better of her, and she wound up taking the Simmons last name along with it. This made it extremely easy for Communist agents to track her down ten years later, although she was unaware she was being watched: the Soviets merely used the knowledge of her identity to try and goad Bill, who had in fact survived and had been a Russian captive for a decade, into giving up Sector Seven secrets. Tova dealt badly with losing her husband. Though she managed to raise their son on her own, she turned to alcohol, and would never discuss Bill with the boy. One night when she was passed out drunk, Seymour encountered the long thought-dead Bill Simmons at the deli where Tova worked. Bill disappeared once more, leaving behind his metal hand and the secret number to Sector 7 behind. He most assuredly died that night, after a brief altercation with Incinerator and the Pretender Decepticon. Tova learned of what had happened through her son, and she joined him at the Deli. By the next morning, she had sobered up somewhat, and wept with Walter Simmons as the old man introduced himself to Seymour, before enrolling him into Sector 7. Convergence chapter 3

The Veiled Threat

After the disbanding of Sector Seven, Tova Simmons offered her son a job at her Manhattan delicatessen, to keep him from mouldering in his apartment. When Tova caught him arguing with a customer, she called them both idiots, and then told Seymour to give the customer what they wanted. Then she headed back to the kitchen to make sure the part-timers weren't pocketing condiments. Seymour later managed to transfer Frenzy's head and a large amount of Sector Seven documentation into the basement of her business without her knowing. The Veiled Threat

  • Seymour's mother was first named, as "Tova", in the The Veiled Threat novel. Author John Barber apparently missed this factoid when he wrote the Sector 7 comic book, in which he named Seymour's mother "Anne", but he later went back to amend the goof by explaining that "Tova Simmons" was an adopted name in Convergence.
