Sea Panic is a Laser Beast or Predacon from the Generation 1 continuity family.

Sea Panic (シーパニック Shī Panikku) is a single-minded engine of unpredictable oceanic destruction. Moreso than any other Laser Beast, he runs very hot and cold; calm and collected one moment, then absolutely ballistic the next, only to quickly cool down again. But during those moments of rage, the "Powerhouse of the Sea" is capable of wreaking incredible devastation, seemingly without any coherent thought, leading to situations where no one is safe.

His sheer bulk makes him a brutal up-close combatant, but it is his ability to produce tsunamis, aided by his Fish Gobble Laser (フィッシュガブルレーザー Fisshu Gaburu Rēzā) MVP Weapon, that makes him a danger at "natural disaster" scales. With sufficient charge, he can send tons of water surging forward, swallowing up ships, small islands, and even scouring coastal areas clean.

Legends comic

Sea Panic was part of the final battle between the Beastformers and the Laser Beasts for Beast in 2023. He watched as a portal opened to reveal 2021-based Transformers and their allies fleeing the end of the Legends World. The Road to Legends' Revival Chapter 1

In 2038, the then-peaceful Beast was invaded by Galvatron II's Decepticons. Sea Panic was part of the joint Beastformer-Laser Beast alliance that fought against the invaders. The Road to Legends' Revival Chapter 3

Beast Wars: Uprising

Sea Panic was a known troublemaker in Peptex, a dock worker who peddled drugs on the side. He was part of a riot during the Grand Uprising and afterwards, he thought it'd be a laugh to take a 'we survived!' selfie with the riot cop Betabear. He stopped thinking this when Betabear, full of battle-rage, tried to kill him and Stiletto had to put her partner down.

After mnemosurgery, she thought she'd whacked Sea Panic instead. (She never ran into him in Peptex which bodes ill for what happened to him during the MCSF's coverup...) Burning Bridges

Part of the second —and rarer— assortment of Takara's Beastformers individually-boxed Laser Beasts, Sea Panic is an anthropomorphic humpback whale in high-tech yellow armor. He has a transparent orb in his torso, revealing the elemental power of Fire, Water, or Wood when you look through it into a light source.
Nominally, he comes with the whale-themed "Fish Gobble Laser" blaster. However, there is also a chance he could come with the weapon from one of the other 11 Laser Beasts in his shipping case; matching the Beasts with their same-numbered weapons was part of the "role-playing game" attached to the line, encouraging kids to buy more of the toys.
This toy was actually released in Hasbro's Battle Beasts line as part of the "Shadow Warriors" series, but in an exceptionally limited capacity, and only in parts of Europe. It was released on an individual card as a "Battle Charger", coming with a unique narwhal-themed shield and a red W Battler sled. This version of the toy is considerably more expensive than the Takara release on the secondary market, and the Takara version is already triple-digit expensive even loose and weaponless.
