R.J. Blackrock is the owner and CEO of Blackrock Petroleum and Energy Concern. Though he has a habit of dressing casually, he's all business, and that business is making money. The arrival of a bunch of giant robots from space is just another opportunity for him to exploit.

Blackrock was so impressed by Sephie Beller's thesis on Cybertronian actuator mechanisms that he personally hired her to work in his R&D department. Shortly before a golfing match with Senator Shore, he called Sephie to his office to ask her to invite her Decepticon friends to the unveiling of his company's new Mega-Rig. During the unveiling, Blackrock's speech was interrupted by a group of Autobots led by Rodimus Prime. Blackrock and the other humans present headed for Blackrock's yacht, but Beller alerted them to the danger posed by Seaspray, and they instead took shelter within the rig.

Desiring the technology of the newcomers, Blackrock put a new plan into motion. He first made contact with Rodimus Prime at Arizona Bay, offering the Autobots unlimited fuel in exchange for technology and protection. Rodimus's interest was piqued. Blackrock arranged to meet them at an old pipe station near the bay. Next Blackrock contacted Beller to tell her that the Autobots were extorting oil from her, and to let the Decepticons know.

When both the Autobots and Decepticons turned up at the arranged place, Blackrock himself made an appearance, piloting the result of Project Shieldbreaker: the Centurion armored mech. As the Decepticons had already been securely bound, Blackrock began fighting the Autobots. The Decepticons initially thought that he was there to help them, when Soundwave got free, Blackrock blasted him, explaining that he was after their Cybertronian technology. While the Autobots retreated, Beller attacked Blackrock, destabilizing the Centurion's hydrogen cells. Blackrock ejected the mech's control pod, however Beller carried the rest of the mech up into the air so its detonation wouldn't harm her friends, and the resulting explosion knocked the control pod out of the air. After it landed, he was surrounded by angry Decepticons with guns, but he pointed out that by human law he'd done nothing wrong, and it was the Decepticons who'd trespassed on his land and destroyed his equipment.   • Blackrock's long blond hair and goatee appear to be patterned after Richard Branson.
