Central City is a large human settlement near Autobot Headquarters. Like most Earthen cities with the poor fortune to have robots living in them, it gets trashed a lot.
Its mayor has the power to arrest people and robots alike.

The city's skyline could be seen from the volcano where the crashed Autobot spaceship rested. The volcano's eruption reactivated the ship's computer Teletraan I, which dispatched a satellite probe to scan for suitable disguises for its crew, including a military airfield that seemed to be nearby. In their first public foray after the crash of their starship, the Decepticons attacked a power plant, causing the whole city to lose power. Jazz and Spike were cruising through the city when they ran into a traffic jam caused by the blackout. The power drain alerted the Autobots that Megatron and company had survived. When Wheeljack's Immobilizer was damaged during a demonstration, he sent Bumblebee and Spike into town to pick up a replacement polarizer. The pair got distracted by a video arcade, as well as its clientele. Even though Bumblebee had a short altercation with Ravage, the city somehow managed not to suffer any damage. The Immobilizer
When Sparkplug returned home from some unknown business, he was met at the city's airport by Spike and Carly... who quickly cottoned to some Decepticon activity at the facility. In a subsequent battle, the airport's terminal suffered some damage and a number of commercial airliners were obliterated. Desertion of the Dinobots, Part 1
Central City's mayor chose to honor the Autobots on a special Autobot Day after they repulsed a Decepticon attack on a solar plant. Unfortunately, Shawn Berger had been planning to repel that attack with his own private army, and resented the glory bestowed on the Autobots. Kidnapped from his downtown office by Laserbeak, he allied himself with the Decepticons and conspired to have the Autobots dishonored and arrested. The mayor of Central City personally showed up at Autobot Headquarters to arrest the Autobots; a subsequent trial in Central City stadium resulted in the Autobots being kicked off-planet. Megatron's Master Plan, Part 1 The fickle residents of Central City then honored the Decepticons with their own Decepticon Day, only to find in short order that the Decepticons were, shock of shocks, not on their side. The city's downtown was devastated in a series of terror attacks by the Coneheads, its population enslaved, and one of its power plants used as an energon production facility. The timely return of the Autobots drove out the Decepticons and freed the population of the city. Megatron's Master Plan, Part 2
During one of Starscream's bids for power, the city's Amalgamated Water and Power Plant, located on the north side, became the site of a battle between Starscream and his Combaticons, and Megatron's loyalist Decepticons. Starscream's Brigade
The Protectobots were stationed here at their own headquarters. They rolled out to provide evacuation assistance when the city came under heavy infestation by a swarm of Insecticons, who devoured its buildings before being driven out by the Autobots. The Revenge of Bruticus The Protectobots later helped the humans battle a blazing fire in a skyscraper, across the street from Benjamin Franklin Pierce High School. Three of the school's students would later help save Autobot Headquarters from being blasted by one of Megatron's giant cannons. B.O.T.

Central City is a human city some distance from Lincoln by bus. To help the Space Mini-Con Team escape from the Autobots, Rad, Carlos, Alexis, Billy and Fred bought them bus tickets to Central City.
However, they disembarked before the bus reached its destination and instead hid the Mini-Cons in a farm. Runaway

It has a lot of windows, which makes Laserbeak's job much easier. Megatron's Master Plan, Part 1
Fake Solar Power Plant
This faux solar power plant was donated by Shawn Berger after losing the election, in a scheme to lure the Decepticons into attacking the plant. The inoperative plant hid Berger's private army tanks, which were supposed to defeat the Decepticons in battle, humiliate the real mayor and win Berger his much-cherished adulation of the masses. The Autobot ship Arclight was shot down over Central City, located on the East Coast of the United States, resulting in debris raining down on the city. The Decepticons proceeded to park their own ship, the Leviathan, over the city to use as their base, clearing out the human population and leaving it as a suitable arena for their battles against the Autobots. Energon deposits also mean that the city was overrun by Terrorcons, and locations such as Stillwater Wharf have suffered greatly from the conflict. Transformers Universe

Megatron ordered the Decepticons to attack Central City, forcing a citywide evacuation. One human who was still inside the city was recruited by Teletraan-X to help guide Bumblebee, Windblade, and Grimlock as they took down the invading force. Realizing that the city attack was a distraction from Megatron's real goal of finding the AllSpark, the Autobots quickly secured Central City and departed with the human in tow to rendezvous with their allies. Notes
- "Megatron's Master Plan" establishes that Central City is very close to Autobot Headquarters and has legal jurisdiction over it. Though the G1 cartoon was never really big on world-building or continuity, it follows that just about any time the Autobots go "into town" or worry about events in "the city", this is the city they're referring to. It's not an airtight case, but how many major cities can there be within easy driving distance of an active volcano?
- The same line of reasoning could be used to locate the Protectobots' headquarters there. Considering how often the place gets attacked, it would make sense for the Autobots to want a team permanently stationed in town!
