D1 complete is still better at this point, but The Witch Queen upped this game"s appeal to me just like The Taken King did for D1. I hope they improve from here... and while I understand the reasoning for taking content out and switching things around so much, I still hate it especially since I paid for that content. That aside, D2 is worthwhile alone and way more with friends.
