https://steamcommunity.com/discussions/forum/1/4030223299343251931/ dl FULL dx9.0c, NOT web installer boot into safe mode (reboot with Shift and choose repair mode and #4 (F4) delelete all d3d*dll from Windows\Sistem32 and \SysWOW64\ reboot and install DX9 (you may need re-install other DX 10-12 if used) M$ not provide any official ability to repair \ reinstal DX and dotnets (that part of DX too Windows/Microsoft.NET/DirectX for Managed Code\ ) otherwithe you must make full reinstall OS and DX, starting with 9
