In fact the developer, Pero Pero Games, didn't do anything wrong here.
It's the PUBLISHER, X.D. Network, that was actually involved.
There is this difference between the developer and the publisher.
In this case, PPG only have to make the game and do updates and stuff, and X.D. Network does all the marketing, advertising, etc.
So if you want to find someone to blame, then its X.D. Network. It's not PPG's fault.
