CONFEDERATION

The confederation, unlike the federation, does not form a real state; the confederal organs do not possess a direct sovereignty towards the citizens of the individual states that form the confederation itself; on the other hand, the confederate states maintain full sovereignty and do not lose the right to separate from the confederation or to autonomously join other international organizations

A confederation of States is an association of States created by treaty with a view to adoption, a common constitution or, on the contrary, to define temporary areas of collaboration in view of a possible future definitive separation of the entities that constitute it. Confederations tend to be established to address critical issues, such as defense, foreign policy, foreign trade and a common currency, and central government is required to provide support to all members.
Based on the two definitions and in the light of your knowledge of Roman history, why did Rome choose the form of the confederation in the second half of the third century?

The Romans choose to form a confederation because

not all territories had the same political characteristics and therefore could not be administered with the same rules
it was important for Rome to create a diversified body that had different reasons for recognizing the city in order to prevent the Confederate territories from forming an alliance against Rome itself
it was a non-definitive administrative arrangement because Rome continued its expansionist policy


Confederation of States

Political and institutional union between several States: it is the relationship that exists between a group of States, which, having convergent interests in the field of international activity, pursue common goals through a unitary activity carried out by confederal bodies.

While the federal state is a union of domestic law between bodies without international personality (the federated states), the confederation is a union of international law between independent states and sovereigns, constituted and governed by the rules contained in the confederation pact . The confederation of States comes to constitute a subject of international law only if the activity of the confederal organs concerns international relations and is referred to the confederation as a body distinct from the member states.
