Report a translation problem
I am the volunteer (and only active) Mod for the Channel. Yeah they are a real blight, have been for a few years actually. Unfortunately I can only be on watch for a few hours each day (or like a few weeks ago where I fell ill and couldnt come on at all). When I get on and see that there either was or is a spammer active I delete the messages, ban and report them. Thing is steam seems to clearly know of the Problem, as most of the Profiles already have VAC Bans on them (at least thats my interpretation of it, might be mistaken there.)
Without being an expert of the matter it seemed that each wave (as I observed them over the years) seems to consist of a limited number of accounts, once they run out it gets quiet for a while, a few weeks or month, until they can muster enough to start it over.
a few other culprits are:

I also had a chat with steam support and there is not much that normal user like me can do, just seems like reporting is our only option.
Once again thank you for spending your time writing me, it has lifted a weight of me. I really appreciate it.
