ive tried everything in the FAQ, in steam problems, and my computer is at the level where it should be able to run a game like this, any help please?

I have a problem with my fps, i play at 165hz monitor and i need 165 fps, even with very low graphics i have like 50-140. My friend that playing with 6770M and Pentium (idk which exactly) have like 60 on min graphs stable (1366x768, i play on 1080p), so i dont know why i have such low fps. It's kinda annoying because i have mouse lagging very bad when fps is going down for 75 or less. I have R9 270 and G4560 x 8GB ram (2 channels). Tried connecting Direct IP on the same router, firewalls on both laptops disabled, and Santas Rampages show Cancalled Connection Attempt EVERY TIME. Original Viscera Connects right away every time on those two laptops. So there is no problem with firewalls or router. Please FIX network part of Santas Rampage. Thanks....
