As far as I can tell, teeth are random, and obviously rarer than oil. I feel like you're almost always guaranteed to get oil. So sometimes you can just have a ♥♥♥♥♥♥ run and not get many teeth, which then just comes down to trying to manage the best you can with what upgrades you roll. Sometimes RNG just ♥♥♥♥♥ you though, so.
I don't think there is a particular rush to get as many snakes as possible right off the bat, you aren't going to have enough DPS to kill that many snakes in the time that is given per day, so you're just going to be making your life harder by trying to kill what there is while trying not to get hurt by excess snakes. That being said, I do purchase Loot Snake when I see it, even if I know I can't beat it yet, because they are slow and relatively harmless, and I know when I get my damage up they will pay off. Also buying a bunch of lower quality snakes like Cloud Snake or whatever isn't really the best move especially later in the game since they're worth close to nothing at that point.
I start with coral snakes and coiling snakes at the start, as many as I can afford. then after a boot upgrade go to tiger and shadow snakes and kite them around the borders. With 10 shadow snakes all on top of each other you can kill them all at the same time and get a stupid amount of oil and fangs.
