Can't change resolution (no options) and non-windowed doesn't open up a screen while windowed opens up a minuscule window that can't be played with. I've tried the fix that has been posted in every resolution issue thread, it doesn't work

I completed the game 100% and got all the achievements except one where you need to get all the achievements. What should I do about this and how to solve it (if you don’t understand something, go to my Steam account and look at the first hotline Miami)...

when i installed the game i saw the puzzle solved, that's because i played the game before but not the official... So, i was trying to make all the achievements and i can't get "the boss" achievement cuz i have the puzzle solved
