Hey all, I found a post that can use as a workaround. It's Chinese so I'll translate here.

When you got stuck, stay there and alt enter to enable windowed mode. Then click anywhere else that make sure the game is UNFOCUSED. Then hit the EXACT POSITION you wanna move next while the game is UNFOCUSED. Now you're probably free to go. You will also get stuck at the next a few buttons.

Capping the frame rate to 60 fps fixed this for me. I was running the game capped at my monitor's max of 240hz. The original poster in the post that CoreJa linked had a theory that this glitch was happening due to the high frame rate based on the Google Translate results I got for that post and they appear to be correct.

i changed the anti aliasing and the game proceeded. must be something to do with video settings. i finished, so others might play with video settings if they get this bug.

How do you change the fps cap? I don't see a setting. Can't proceed in the game because of this bug.

Turn on vsync in the video card driver.

I can confirm that limiting my FPS fixed the issue on this level. For me I turned my monitor refresh rate to 60 Hz and turned on Radeon Chill (fps limiter for AMD Software) and was able to walk down the stairs.
