As for new content. Apart from a ton of tweaks (new animations, text that slightly changes from normal to NG mode, etc), there are also a few new events. Some trigger in both Normal and NG mode, others only on a NG playthrough.
There's new quest-lines for :
Olivia (Do or Die and Clad in Moonlight) - trigger by helping her buy a book at Diana's bookstore, then going to the library a day or two later at night.
Kath (Huntress of the Highlands), Buy Huntress of the Highlands, and finish reading it before day 112, then grab a shower at night while she works the bar. .
Jenny (Have a coffee after unlocking Black Rose 2 to unlock it)
There's also smaller events with some of the senior Fae you meet in Book 3 showing up at the Crowley for a drink, a new Musician event while drinking at the Grassmarket, and a new Salesman quest-chain called "For a Price" unlocked by meeting him in the dark alley.
