gives a whatis entry to each manpages
A manual page should start with a `NAME' section, which lists the name and a
brief description of the page separated by '\-'. These sections are parsed by
`mandb' and stored in a database for the use of `apropos' and `whatis'.

adds minimalistic manpages
This patch adds minimalistic POD documentation to scripts that are
installed in /usr/bin. Manual pages will be autogenerated and
installed during the build process.
