Eastern Pacific Shipping Pte. Ltd. and MAN Energy Solutions have partnered to develop crew training for handling ammonia as a fuel on vessels. An MoU was signed to enable EPS personnel to train alongside MAN ES engineers on safe #ammonia handling for dual-fuel engines. The #collaboration aims to create training material and strengthen capabilities in alternative fuel transportation, such as ammonia. Both companies will work with classification societies and regulators to advance this process, addressing the increasing demand for ammonia-fueled vessels and the need for crew preparedness. We thank the Maritime and Port Authority of Singapore for having us at the recent Marine Fuel Forum 2024. Our Marine Fuels Committee Chair Mr Apostolos Boutos took the opportunity to highlight that in the transition towards more sustainable shipping practices, industry efforts which are often aggregated through associations like SSA, become crucial in promoting innovation and adoption of new technologies and low carbon fuels. Apostolos highlighted the following ways in which SSA’s collaborative efforts with various government agencies and ecosystem partners drives this: ⛴️As all harbour craft in Singapore must be electric, run on b100 biofuel or be compatible with net-zero fuels by 2030, SSA will conduct regular industry surveys to gain insights into the energy needs and demand factors that are factored into the choice of low-carbon alternative fuels that shipowners uptake. 📱 Digitalization in the bunkering sector will become more significant, driving operation optimization, promote transparency, and foster sustainability. In this regard, SSA supports the Maritime and Port Authority of Singapore (MPA)'s Digital Bunkering FAQ initiative. In the current phase, documents such as the Electronic Bunker Delivery Notes (eBDN) is introduced to the industry to streamline bunkering process for various fuels. With collaborative efforts of the Maritime and Port Authority of Singapore (MPA) and Fortescue, the world's first test of using ammonia as a marine fuel has been successfully conducted onboard a Singapore-flagged vessel. This dual-fuel vessel can utilise ammonia for bunkering alongside diesel, marking a significant advancement in alternative fuels aimed at reducing emissions; ammonia, a carrier for hydrogen can be “transported to demand centres for power generation” and as marine fuel in support of energy transition. After having conducted a seven-week trial, thoroughly testing the vessel’s ammonia storage systems, associated piping, gas fuel delivery system, retrofitted engines, and seaworthiness, this achievement marks “a “significant milestone in Singapore’s multi-fuel bunkering capability development to support the digitalisation, decarbonisation, and manpower development for international shipping,” said MPA and Fortescue. FueLNG Achieves 200th Ship-to-Ship (STS) LNG Bunkering in Singapore with CMA CGM Bahia FueLNG, a pioneer in liquefied natural gas (LNG) bunkering in Singapore, has successfully completed its 200th ship-to-ship (STS) liquefied natural gas (LNG) bunkering operation. The milestone operation was conducted by FueLNG Venosa, delivering 9,000 cubic metres (cbm) of LNG fuel to CMA CGM Bahia on 29th June at the Raffles Reserve Anchorage in Singapore. This vessel is part of a new generation of six CMA CGM containerships featuring “biomethane and e-methane ready” engines and an enhanced aerodynamic design. Saunak Rai, FueLNG's General Manager said: "We are immensely proud to celebrate our 200th STS LNG bunkering operation. This achievement would not have been possible without the unwavering support of our stakeholders – Seatrium, Shell, our esteemed customer CMA CGM, and the authorities at the Maritime and Port Authority of Singapore (MPA). Their collaboration and commitment have been instrumental in helping us reach this significant milestone." MPA and GCNS Collaborate with Maritime Industry to Strengthen Capacity in Carbon Accounting and Management The Maritime and Port Authority of Singapore (MPA) and the UN Global Compact Network Singapore (GCNS) have signed a memorandum of understanding (MoU) to help strengthen the maritime industry’s capacity in carbon accounting and management. The MoU builds on the long-standing collaboration between MPA and GCNS to raise sustainability capabilities in the maritime sector, which includes an MoU signed in 2017 to provide maritime companies with training on sustainability reporting. The MoU was further expanded to include Singapore Shipping Association (SSA) in 2021 to support the development of capabilities in carbon accounting through training and recognition. Global Centre for Maritime Decarbonisation (GCMD) is piloting a project to asses the operational risk of ship-to-ship Cargo Transfer of #GreenAmmonia in the port waters of Singapore port. With ammonia bunkering vessels and ammonia-fuelled ships not yet available, a ship-to-ship (STS) cargo transfer between two ammonia gas carriers in port limits is the closest to a #bunkering operation. Operationalising such a pilot can build confidence in the ecosystem and further identify operational gaps that need to be addressed before an actual bunkering operation can take place. Subject to approval, Phase 2a findings will inform the execution of STS ammonia cargo transfer pilot within port limits. Combining risk assessments with an actual STS trial will facilitate the development and operationalisation of emergency response procedures . These procedures can then be further refined to cater to eventual ammonia bunkering operations. Scope of the study To operationalise an ammonia transfer pilot between two identified gas carriers within port limits, a detailed safety assessment based on the specific configuration of the vessel(s) is required. These nominated carriers also have trained crew in handling ammonia with specific standard operational procedures (SOPs). These SOPs need to be assessed and modified ,where necessary, to meet eventual bunkering requirements. Therefore, to prepare for such an STS transfer of ammonia at the Raffles Reserve Anchorage, regulatory agencies need to evaluate the strength of the risk assessments, the effectiveness of proposed mitigating actions and the robustness of first responder’s readiness. This evaluation will form the basis for a table-top exercise under the purview of the regulators prior to approvals for the execution of the pilot. The following scope of work needs to be completed and presented to the regulators is : Detailed Quantitative Risk Analysis (QRA), HAZID and HAZOP for the vessels that have been identified for the STS pilot Undertake an Environmental Impact Assessment (EIA) to evaluate the risks of spillage and support the development of emergency response plans in close discussions with relevant regulatory agencies Develop emergency response plans (ERP) Develop STS transfer procedures that mimic bunkering operations in port waters and coordinate with emergency responders and vessel operators Conduct gap analysis of ammonia crew training (based on what is presently needed for STS cargo transfer) and bunkering crew competency requirements Findings will be shared with the maritime ecosystem and any recommendations on the final checklist for STS of ammonia will be put forward to the appropriate entities. At the Singapore Maritime Week (SMW) Opening Ceremony, #MPA announced 3 key initiatives to increase the competencies of the global maritime workforce. 📈 𝗠𝗮𝗿𝗶𝘁𝗶𝗺𝗲 𝗘𝗻𝗲𝗿𝗴𝘆 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗙𝗮𝗰𝗶𝗹𝗶𝘁𝘆 (𝗠𝗘𝗧𝗙): MPA signed a Letter of Intent with 22 industry partners to set up the METF to address the growing need for maritime personnel and seafarers trained in handling vessels using clean marine fuels. The setting up of METF follows from recommendations put forth by the Tripartite Advisory Panel, formed in early 2023 by Singapore Maritime Foundation (SMF) and supported by MPA, to identify emerging and future skills and competencies to build for the maritime workforce. With the increasing adoption of zero or near-zero emission fuels in the maritime industry, there is a pressing need to equip personnel with the necessary skills to operate these ships safely and efficiently. METF will provide training in the safe handling, bunkering, and management of incidents involving alternative fuels such as methanol and ammonia. The facility is expected to train around 10,000 seafarers and maritime personnel by the 2030s, contributing to the global effort for decarbonisation. 𝗡𝗲𝘄 𝗠𝗲𝘁𝗵𝗮𝗻𝗼𝗹 𝗛𝗮𝗻𝗱𝗹𝗶𝗻𝗴 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴: The Singapore Maritime Academy has launched the region's first methanol handling training course as part of the METF curriculum. Accredited by MPA, the course covers operational and safety protocols for methanol fuelling, including firefighting components. Basic and Advanced courses will be offered monthly, with potential for expansion based on industry demand. The course is open to all maritime personnel and seafarers from April 2024. 𝗠𝗣𝗔-𝗦𝗠𝗙 𝗝𝗼𝗶𝗻𝘁 𝗢𝗳𝗳𝗶𝗰𝗲 𝗳𝗼𝗿 𝗧𝗮𝗹𝗲𝗻𝘁 𝗮𝗻𝗱 𝗦𝗸𝗶𝗹𝗹𝘀: The MPA-SMF Joint Office for Talent and Skills was established to coordinate and drive tripartite efforts by the government, industry, and unions to upskill the Maritime Singapore workforce across shore-based and seafaring jobs. The Joint Office aims to provide workers with greater flexibility in acquiring new skills by converting relevant short-term courses or on-the-job training into accredited competency-based micro-credentials. These efforts align with MPA's commitment to ensuring Singapore continues to have access to a diversity of maritime talents and experts, while addressing the emerging skills required in the maritime industry, such as maritime cybersecurity, digitalisation, and sustainability.
