About us

The Singapore Civil Defence Force (SCDF) is a uniformed organisation under the purview of the Ministry of Home Affairs. The main role of SCDF is to provide fire-fighting, rescue and emergency ambulance services; mitigating hazardous materials incidents, as well as formulate, implement and enforce regulations on fire safety and civil defence shelter matters. In 1982, the National Civil Defence Plan was launched which spearheaded the emergency preparedness for the nation. With the enactment of the Civil Defence Act in 1986, the SCDF was established as an independent organisation under the Ministry of Home Affairs (MHA). In the same year, the Hotel New World collapse paved the way for joint operations between the SCDF and Singapore Fire Service (SFS). Due to the similarity in roles and functions, the SCDF and SFS were formally integrated on 15 April 1989. Over the years, the SCDF has improved its life saving operations through innovations and programmes to enhance her fire-fighting, rescue capabilities and public education plans. The Light Fire Attack Vehicle (The Red Rhino) and Tracked Fire-Fighting Vehicle are some of the customized solutions which the force has developed to increase its operational capabilities. The SCDF also actively engages the local community through its wide-ranging public educational programmes and community-based activities to enhance the resilience and emergency preparedness of the civilian population. Today, the Force is recognised by the population as a professional body of well-trained officers and men geared to respond to all types of life-threatening emergencies round-the-clock. An operationally ready SCDF, working hand-in-hand with a prepared and resilient population, helps to ensure that the nation is capable of handling any untoward eventualities.

  • [SCDF Welcomes SBS Transit for the AED-on-Buses Programme]    As part of SCDF’s efforts to strengthen community response to emergencies, we are excited to announce that we have partnered with SBS Transit Ltd to launch the AED-on-Buses Programme earlier today (8 Nov) 🎉   Launched in 2015, the AED-on-Wheels programme is an extension of the SCDF’s Save-a-Life initiative, which aims to enhance community first response to out-of-hospital cardiac arrest cases by increasing the availability of roving AEDs within the community. The SCDF - SBS Transit AED-on-Buses programme brings the total number of AED-equipped vehicles in the transport, logistics and courier industries to 441!    The AED-on-Buses programme plays a vital role in providing lifesaving help, while providing transport services to the community. In the event someone suffers a cardiac arrest onboard a bus, an AED can be used by the SBS Transit Bus Captain or commuters to resuscitate the victim before SCDF’s Emergency Medical Services arrive. All SBS Transit Bus Captains are CPR-AED trained.   This programme, in partnership with SBS Transit and sponsored by the Singapore Heart Foundation (SHF), reflects our shared commitment to enhancing community response and empowering the community to step up in times of need.   • [Asia-Pacific Ministerial Conference on Disaster Risk Reduction]   SCDF participated in a series of meetings at the biennial Asia-Pacific Ministerial Conference on Disaster Risk Reduction (APMCDRR) in Manila, Philippines.    Held from 14 to 17 October 2024, the APMCDRR is a key regional platform for coordinating disaster risk reduction efforts, and implementing the Sendai Framework 2015-2030 across the Asia-Pacific region.    Themed “Surge to 2030: Enhancing Ambition in Asia-Pacific to Accelerate Disaster Risk Reduction,” the conference serves to review disaster risk reduction efforts, share innovative solutions, and make actionable commitments to accelerate disaster risk reduction by 2030 in the world’s most disaster-prone region.    During the conference, COMR Eric Yap, Commissioner SCDF, delivered a statement on behalf of Singapore, reaffirming our country's priorities and proactive measures in the three key areas:   - Understanding disaster risk - Investing in disaster risk reduction for resilience - Enhancing disaster preparedness for effective response and “build back better” in recovery, rehabilitation and reconstruction    Singapore remains committed to strengthening our efforts in disaster risk reduction and disaster management, in collaboration with regional and international partners.

    Participated in the recent Asia-Pacific Ministerial Conference on Disaster Risk Reduction (#APMCDRR2024) hosted by the Philippines. Every part of the world, including Singapore, is vulnerable to the impact of climate change - rising temperature, extreme weather events, and sea level rise. Thus, we have been strengthening our efforts in realising the goals of the #SendaiFramework for DRR 2015-2030 through advancing DRR-related policies and practices that are multi-hazards and multi-sectorial. Had several multi/bilateral meetings with partners on the sidelines including delegations from New Zealand, Australia, India, Brazil, Fiji, Vanuatu, Mr Kamal Kishore (Special Representative of the UN Secretary-General for DRR), etc. to exchange views and explore collaborative opportunities. #TheLifeSavingForce #DisasterPreparedness #DisasterRiskReduction #DisasterManagement

  • [Project Heart 2024]   As a lead-up to World Restart A Heart Day on 16 Oct, Project Heart 2024 was held at Our Tampines Hub earlier today (12 Oct).    Organised by the Singapore Heart Foundation (SHF), Singapore Resuscitation and First Aid Council (SRFAC) and Unit for Pre-hospital Emergency Care (UPEC), the annual event aims to raise awareness and empower the community with lifesaving skills such as cardiopulmonary resuscitation and using an automated external defibrillator in the event of a cardiac arrest.    As part of the event, 22 SCDF officers were presented with the Survivor Award. The Survivor Award recognises and celebrates individuals, including laypersons and emergency responders, for their outstanding efforts in resuscitating cardiac arrest patients.    Everyone has a part to play when it comes to saving lives!   • [Rescue 995 – Precision in every move] In 2016, Lance Corporal (LCP) Tan Eng Kiat, Nasser was introduced to precision drills when he joined the National Cadet Corps, and it quickly became his passion. In 2023, he represented Singapore as a member of The Street Elite, a U.S. based Precision Drills club, at the World Drill Championships in the United States.     For LCP Nasser, learning precision drills has been a fulfilling journey. He not only honed his techniques, but also created his own move - the Undergrab Aerial Crossplane. Above all, this shared interest in precision drills helped him build meaningful connections with overseas counterparts as they trained together and exchanged techniques on various drills. "Precision drill is more than just a skill; it is both an art and a sport.     [World Mental Health Day] Today, 10 October, marks World Mental Health Day. Here at SCDF, we strongly believe that good mental health is important for the overall well-being of a person. Our SCDF personnel often face many emotionally-challenging and high-pressure situations in their line of duty, and maintaining a healthy state of mind is crucial in ensuring that we are able to carry out our duties to the best of our abilities. SCDF is honoured to receive the Silver Ribbon Mental Health Award 2024. This is the fourth consecutive year that SCDF has received the award, and it underscores our commitment to safeguard the mental well-being of our workforce.   • As we celebrate 10 years of the Smart Nation initiative, SCDF is happy to support Singapore's digital transformation journey over the years with the use of latest technologies in our lifesaving mission. An example is the myResponder app which was launched in 2015. SCDF's intent for the app was to alert members of the public to nearby minor fire and cardiac arrest cases, as they are often in the position to respond quickly before SCDF's arrival. Today, there are more than 189,000 registered users on the app and 80 lives have been saved! We look forward to more individuals joining us SCDF is also at the forefront of leveraging robotics and AI technology to enhance the operational safety and effectiveness of our emergency response, and unlock new potentials for our frontline capabilities.  SCDF will build on this momentum and continue to drive our digital transformation forward in the years to come. 

  • [Memorandum of Understanding between Coventry University Group and COSEM Safety and Security Services] A Memorandum of Understanding (MoU) was signed between Coventry University Group and COSEM Safety and Security Services, at Coventry University's Technology Park last week (18 Sep). This MoU will facilitate the development of Coventry degree programmes, joint research in emergency response training, and programmes in simulation training and education. As a cooperative of SCDF, COSEM is also a leading partner in providing firefighting, fire safety, and emergency response training. COMR Eric Yap, Commissioner SCDF, expressed confidence that this collaboration would help strengthen the existing relationship and paves the way to advance emergency response and disaster management training which will ultimately benefit many communities in different regions of the world. https://lnkd.in/g-stDvnH
