About us

The Singapore Maritime Institute (SMI) is a joint effort by the Maritime and Port Authority (MPA), the Agency for Science, Technology and Research (A*STAR) and the Singapore Economic Development Board (EDB). Established in April 2011, SMI develops strategies and programmes to achieve its mission with key focus areas in sectors such as port, shipping and maritime services. SMI charts the maritime research strategy and promotes greater industry-academia R&D collaborations to be undertaken in Singapore. Through a whole-of-government approach, SMI drives initiatives with industry-wide impacts to enhance the overall competitiveness of the local maritime industry; and to strengthen research and development (R&D) capabilities in support of Singapore as a global maritime knowledge hub.     It was an honor to welcome Mr Arsenio Dominguez, Secretary-General of International Maritime Organization, to our exhibition booth at the SMW Expo this morning. Mr Dominguez was briefed on the role of the Singapore Maritime Institute (SMI) in charting the Singapore maritime R&D agenda, and witnessed the fruition of some of the R&D projects by our local Centres of Excellence (CoE) and Institutes of Higher Learning. Mr Dominguez also visited the CEMS (Centre of Excellence in Maritime Safety) this afternoon, a CoE jointly established by SMI and Singapore Polytechnic. During his visit, Mr Dominguez experienced firsthand CEMS’s state-of-the-art research capabilities, including the Advanced Navigation Research Simulator, Next Generation Navigation Simulator and the immersive VR training for methanol fuel operations.   • 🚢⚡ As part of the push for all harbour craft and pleasure craft to achieve net-zero emissions by 2050 to be in line with Singapore’s national net-zero ambitions, the Maritime and Port Authority of Singapore (MPA) will require all new harbour craft to be fully electric, use cleaner biofuels or be compatible with net-zero fuels by 2030. Electrification of the harbour craft fleet is a key strategy for reducing greenhouse gas emissions in our maritime sector, and our SMI-funded maritime research projects are enablers in this transition. From identifying optimal charging infrastructure locations, exploring charging solutions, to developing advanced data-driven simulation models, our research partners from the Institute of High Performance Computing (IHPC), Nanyang Technological University Singapore, Energy Research Institute @ NTU and TCOMS - Technology Centre for Offshore and Marine, Singapore are paving the way for a sustainable future.     🌊 RoboCluster Maritime Domain Robotics & Automation Workshop Recap! 🚢🤖 In collaboration with the Singapore Maritime Institute (SMI) and supported by the Maritime and Port Authority of Singapore (MPA), NRP hosted our inaugural Maritime Domain Robotics & Automation Workshop at Singapore University of Technology and Design (SUTD) as part of our RoboCluster series. This workshop brought together the ecosystem players from the maritime sector and NRP research community, delved into the challenges and opportunities where robotics and automation can potentially transform the maritime sector. Here are some key takeaways from this event: 1. Opening Address by MPA: Kenneth Lim, MPA ACE (Industry & Transformation), set the stage with insights on how robotics and automation are revolutionizing maritime industry, enhancing the safety, efficiency and sustainability of port and vessel operations and maritime services, while creating higher-value job opportunities for the maritime sector. Dennis Khoo, MPA CTO and Director (Maritime Systems and Technology), showcased inspiring multi-domain use cases and industry challenges, including: • Air Domain: Leveraging drones to enhance situational awareness of port waters. • Surface Domain: Boosting service efficiency and optimizing manpower and resources through autonomous surface vessels. • Subsea Domain: Seeding capability development of autonomous underwater vehicles for mapping, surveillance, and inspection. 2. Industry Sharing: We were honoured to hear from domain experts who shared their experiences and opportunities in: • Bunkering Operations • Vessel Electrification (Charging and Battery Solutions) • Underwater Robotics and Operations • Maritime Drone Operations A special thanks to our speakers from Ken Energy Pte Ltd, Yinson GreenTech, Razor Blunt Labs, Performance Rotors Pte Ltd and BeeX.   3. Breakout Sessions: Participants engaged in dynamic group discussions, brainstorming innovative ideas and identifying gaps in current solutions.   • Professor Low Teck Seng, Chairman of the Singapore Maritime Institute (SMI), delivered the Opening Address at the UK Maritime Reception held yesterday in conjunction with SMW 2024. In his address, Prof Low highlighted the long history and importance of continued collaborations between UK and Singapore in many fields of science and technology, including maritime. British High Commissioner to Singapore, H.E. Kara Owen CMG, also noted the strong links, close ties and many common interests between the two great maritime nations of the UK 🇬🇧 and Singapore 🇸🇬. She encouraged the maritime communities on both sides to bring our engagements and collaborations to greater heights.  The maritime reception was part of the UK Summit held in partnership with Singapore on maritime autonomous technologies, innovations and standards. It brought together researchers and thought leaders , including Mr Kenneth Lim, Assistant Chief Executive (Industry and Transformation) of the Maritime and Port Authority of Singapore, to share on developments in maritime autonomy. Research institutes which have received funding from SMI on maritime autonomy projects include the Technology Centre for Offshore Marine, Singapore (TCOMS) and Institute of High Performance Computing, A*STAR, participated in the event. #SMI #SMW2024 #research #innovation #maritime #autonomy #technologies

    SMI was delighted to host delegations led by Enterprise Estonia and Innovate UK at the SMI exhibition booth at Expo@SMW. We had conversations on mutual R&D interests and the delegations were introduced to the transformative research work funded by SMI in areas of next generation port, green technologies, smart shipping, safety and cybersecurity. We look forward to continuing the dialogue with our Estonia and UK counterparts, and work together to push the boundaries of research and innovation.     At SMW 2024, SMI Chairman Professor Low Teck Seng was pleased to host a courtesy call from World Maritime University President Professor Maximo Mejia at the SMI exhibit booth. We are pleased to learn from Prof Mejia his current priorities at WMU in advancing maritime knowledge and expertise in maritime affairs, law and policies in support of the IMO. Prof Mejia was also briefed on the R&D projects showcased and was impressed with the groundbreaking research work undertaken to support maritime decarbonisation, digitalisation and cybersecurity in Maritime Singapore. SMI Prof Low also shared on our maritime R&D organisation structures and research priorities, noting the important and good work undertaken by our research performers at the universities, collaboration with industry and international partners, as well as the strong support from MPA and National Research Foundation. We look forward to future opportunities to further exchange knowledge and collaboration between WMU and SMI. Thank you 🙏 Professor Maximo Mejia for the courtesy call.

    SMI has signed a Memorandum of Understanding (MoU) this morning with the Maritime and Port Authority of Singapore (MPA), Singapore University of Technology and Design (SUTD) and Estonia-based TalTech – Tallinn University of Technology and Foundation CR14, to collaborate on maritime cybersecurity R&D, using the SMI-funded Maritime Testbed of Shipboard Operational Technology Systems (MariOT) which is based in SUTD. Through the MoU, SMI, together with MPA, intend to explore new maritime cyber research activities over the next three years to foster bilateral maritime R&D collaboration among all parties. #SMI #SMW2024 #SingaporeMaritimeWeek #research #technology #maritimecybersecurity

    𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞𝐒𝐆 𝐬𝐭𝐫𝐞𝐧𝐠𝐭𝐡𝐞𝐧𝐬 𝐂𝐲𝐛𝐞𝐫𝐬𝐞𝐜𝐮𝐫𝐢𝐭𝐲 As the world becomes more digitally connected, #maritime nations, companies and research institutes are collaborating to fortify #vessel and shore-based systems against cyber threats. The Maritime and Port Authority of Singapore (MPA) has signed an MoU with the Estonia-based TalTech – Tallinn University of Technology and Foundation CR14, Singapore Maritime Institute (SMI) & Singapore University of Technology and Design (SUTD) to collaborate on #cybersecurity R&D. Estonia has experienced distributed denial of service incidents since 2007. Joint cyber training exercises will be conducted using the new Maritime Testbed of Shipboard Operational Technology system (MariOT)@SUTD, an industrial grade cyber-physical model of essential shipboard ops-technology systems expected to be completed by 2026. MariOT will serve as a sandbox to study cyber vulnerabilities and testbed solutions with international partners. SUTD and TalTech will research on human factors in maritime cybersecurity, and develop mitigation strategies, including using A.I. capabilities. MPA has also signed an MOU with the Singapore Shipping Association, Singapore Institute of Technology & SUTD to enhance info sharing on cybersecurity among maritime companies and strengthen the cyber talent pipeline. Partners will develop both broad-based and specialised training curriculum, and use simulation technologies to accelerate learning and skills acquisition. More career opportunities will be created for mid-career professionals and other #talent attraction initiatives for youths. To further prepare for cyberthreats, MPA and SSA launched the MaritimeSG Shipping CyberSafe Scorecard to help companies self-assess their cybersecurity readiness. Developed using the US National Institute of Standards and Technology (NIST) Cybersecurity Framework and industry feedback, the Scorecard allows self-assessment via a portal to determine the cybersecurity maturity level of their fleet operations, identify potential weaknesses and enable early actions to mitigate cyber risks. 30 maritime companies have completed their self-assessments as part of a pilot. Participants from the Port Authorities CIO Cybersecurity Network (PACC-Net), and other like-minded ports and port authorities from across the world are also gathered this week to exchange experiences and discuss cyber mitigation strategies. Such insights facilitate efforts to strengthen Singapore’s Maritime Cyber Assurance and Operations Centre (MCAOC), as we continue to build new capabilities to monitor, detect and respond against cyberthreats. With 80% of world trade transported by sea, it is critical that global partners collaborate to safeguard the maritime #cyber domain and keep global supply chains resilient!

    SMI’s Executive Director, Mr Cheng Peng Tan, participated in the panel discussion on “Is the Maritime Sector Struggling to Innovate?” at the Asia Pacific Maritime (APM) held at the Marina Bay Sands, Singapore yesterday. The panel discussed the industry’s current state of innovation, and examined the challenges and barriers hindering its innovation progress. The maritime industry is at a pivotal juncture, facing the twin challenges of #decarbonisation and #digitalisation. While integrating new technologies into the sector is deemed a necessity, the innovation journey is beset with several obstacles and challenges. Mr Tan shared the 3 ‘Cs’ on the barriers to innovate: 1️⃣ 𝗖𝗵𝗮𝗻𝗴𝗲 resistance: Uncertainty, traditional mindset and risk aversion are reasons why many in the industry tends to resist embracing new, untested technologies.  2️⃣ 𝗖𝗼𝗺𝗽𝗹𝗲𝘅𝗶𝘁𝘆 of implementation: While novel technology has the potential to be a game changer, the integration into existing operations can be complex to implement. Further, integration requires a holistic system solution as it affects the entire ecosystem. 3️⃣ 𝗖𝗼𝘀𝘁 constraint: The high cost of technology adoption and the reluctance of investors due to perceived risks add another layer of complexity. Mr Tan believes the industry can ride the waves of the challenges through the power of collaboration and innovation. He shared on the unique role of the Singapore Maritime Institute (SMI) to catalyse and foster research through facilitating collaboration between the academia, industry and the Maritime and Port Authority of Singapore (MPA). SMI also provides funding to support applied research and development of innovative technologies that will spearhead new pathways for the industry. Indeed, through collective and collaborative effort, the industry can and will navigate its way to a brighter, more sustainable future. #maritime #research #innovation #collaboration #SMI
