Today marks the notification of Finland’s draft gambling law to the European Commission. For those with the stamina to tackle all 357 pages in Finnish, here’s the link to the draft: https://lnkd.in/dXHPNN7A. The proposed law will now undergo a three-month review by the European Commission and EU member states. The draft law shows significant improvements, hinting at the potential for a practical and well-regulated gambling market. It allows for a broad range of games, including horse race betting, with a reasonable tax rate set at 22 percent of GGR. Notably, moderate bonus offers are back in play—though “moderate” remains to be defined. Finland's approach leans on regulatory frameworks from Denmark and Sweden, making much of it familiar to operators already active in these jurisdictions. For instance, it appears Finland intends to introduce systems akin to Denmark’s SAFE-system and Sweden’s approach to advertising moderation. The main provisions of the gambling law will take effect on January 1, 2026, with software supplier licensing (resembling the Danish model) following on January 1, 2027. In the coming days, our Finnish team will dive into the details of the extensive draft law. As media and communication formats both diversify and converge, and the need to differentiate from one’s competitors and capture the customer’s attention becomes increasingly acute, gaming businesses have sought to establish a connection with their customers through the use advertising and marketing employing individuals or characters that the public knows, trusts or otherwise has an affinity for. But at what point does society deem such use inappropriate?
