Debian autoconf previously pulled am upstream patch to support the "runstatedir" feature, which is supposed to be available only from autoconf 2.70 and above. This alters the behaviour of what is supposed to be autoconf 2.69, making it partially behave like autoconf 2.70 -- the `configure` script generated by this "autoconf 2.69" looks like that generated by autoconf 2.70 (i.e. it contains "runstatedir"-related code). These C features are no longer part of C99, and future compilers will no longer support them by default, causing the build to fail. The changes assume that the usual system headers (<stdlib.h>, <unistd.h>) are present, but that should not be a problem on current systems.
