Update to upstream version '4.2.0'
with Debian dir 886c1fc55f4e534e8d301c501653057ceed87a81

Project is managed by Jazzband for some time.

Now as there is the package python3-django-model-utils.changelog the
first binary package in d/control the existing sequencer d/docs needs to
go into a sequencer file for the Python3 binary package.

This adds a new binary package which holds the library documentation.

This package needs no root rights while building.

No further changes needed.

All supported releases doesn't have a python3-version package version
less than 3.

Reorder the various fields and also commenting out B-D which where
needed previously for the dh_auto_target which we can't use for now.
Once the dh_auto_test comes back the packages simply need to ge
uncommented.

The test suite needs now a running PostgreSQL database which I'm unable
to add right now within the build setup. But could be added later.
