Online scams are the most reported type of crime. Most countries now state that between 20%-50% of all crimes reported are related to online fraud. This is only the tip of the iceberg, as only 7% of all scam victims report the crime to law enforcement. With nearly $1.026 trillion lost last year, affecting 1-in-4 individuals worldwide, fast action is required. The goal of the Summit is to bring governments, consumer & financial authorities, law enforcement, brand protection agencies, and (cybersecurity) companies together to share knowledge and define joint actions to protect consumers from getting scammed. Together, these stakeholders can pool resources, share intelligence, and devise coordinated strategies to disrupt and dismantle the intricate networks perpetrating online scams. Only through concerted and unified action can we effectively combat the pervasive threat of online fraud.

De Bruycker emphasized the importance of clear leadership in cybersecurity efforts, noting the current confusion around roles and responsibilities among various sectors. He highlighted Belgium’s initiatives to tackle this issue, focusing on active cyber protection without infringing on privacy or resorting to aggressive countermeasures like hacking back. Stop Phishing Project: Filtering malicious SMS and emails, significantly reducing phishing attempts. Public Awareness and Tools: SafeOnWeb Browser Extension: A browser tool that validates legitimate websites, helping users distinguish between safe and potentially harmful sites. Portal and App for Scam Warnings: Platforms to alert the public about ongoing scams. "We have all the pieces there, we just have to figure out how to put them together" explains Rosie De Vleeschauwer, Centre for Cybersecurity Belgium and chair of the 7-Step Cyber Kill Chain session. In this workshop at the Global Anti-Scam Summit (GASS), public and private sector stakeholders put forward proposals of the expertise each could contribute to this cross-sector initiative: 1️⃣ Reconnaissance: Investigating 2 million websites per month Stefan, ScamAdviser.com Stefan highlighted how ScamAdviser investigates a staggering 2 million websites monthly to gather intel on potential scam sites, identifying threats before they can cause harm. The data is then made available through APIs, data feeds, alerts, and the ScamAdviser Domain Analyzer. 2️⃣ Weaponization: Alternative outcomes to criminal investigations Adam Carter & Richard Clarke, National Trading Standards eCrime Team Adam and Richard discussed collaborating with professional enablers and the importance of disrupting criminal infrastructures by removing the ability to operate the fraud. 3️⃣ Delivery: Detecting Fake Messages Alex NOVAC, Bitdefender Alex demonstrated how Bitdefender detects and mitigates fake SMS messages, through data collection, pattern identification, categorization, and geographic analysis and block phishing attempts and other malicious communications. 4️⃣ Exploitation: Belgian Anti-Phishing Shield (BAPS) Brecht Vercruyce, Centre for Cybersecurity Belgium (CERT BE) Brecht introduced BAPS, an innovative tool developed by the Belgian government to protect citizens from phishing attacks by quickly identifying and neutralizing threats. 5️⃣ Installation: Building an effective national response to scams - How an Anti-Scam Centre Works Aileen Yap, Singapore Police Force, Anti-Scam Command Center Aileen shared insights into Singapore's groundbreaking Anti-Scam Command Center, explaining how a coordinated national & international response is crucial in effectively combating scams. 6️⃣ Command and Control: Approach on CLI voice spoofing Kristof Browaeys, KBC Bank & Verzekering (with BIPT - IBPT) Kristof discussed strategies to counter CLI voice spoofing, a technique used by scammers to manipulate caller ID information, ensuring robust telecom security. 7️⃣ Actions on Objectives: How Europol supports National CybSec with data in the latter part of the Kill Chain Marcello Zanni, Europol, EC3 Marcello explained how Europol is geared to providing critical data to national cybersecurity teams, aiding the development and implementation of strategies and policies, coordinating incident response and recovery efforts, as well as collaborating with international partners and LEAs. #GASSEU2024 #CyberSecurity #AntiScam #7StepKillChain #Collaboration #PublicSector #PrivateSector

Following the 3-hour Data & Signal Sharing workshop at the Global Anti-Scam Summit (GASS), Emily Taylor of DNS Research Federation reported back on the successes, failures, and changes needed to get the anti-scam community unstuck when it comes to data. 🌍 Local and Global Initiatives: the importance of local engagement in governmental phases and how these local initiatives impact global data sharing efforts. She emphasized the role of local knowledge in developing effective data sharing frameworks. 🌎 Challenges in International Data Flows: particularly between the EU and the US, noting the asymmetry in data requests which disproportionately affect big platforms. 🔨 Signs of Regulatory Progress: changes in international data sharing policies, citing the OECD - OCDE's agreed principles, the Budapest Convention’s second additional protocol with nearly 70 signatories, and the European Union's E-Evidence Act. These developments aim to balance the legal frameworks surrounding data sharing with privacy concerns like GDPR. 🗺 Legal and Governance Strategies: pushing back against overly cautious legal advice to explore lawful data sharing pathways. The emphasis was on governance and transparency in these processes. 💳 Successful Case Studies: successful data sharing initiatives were discussed, such as Cifas' support for UK’s authorized push payments regulation, BT Group's Share and Defend initiative, and Cifas' 35-year track record in data sharing. 💻 Industry Perspectives: Google's Murat Mutlu Ozturk and Timo Wagenblatt talked of limitations in seeing the full scope of online scams, suggesting that even large platforms can benefit from broader data collaboration to understand and combat scams more effectively. 🤝 Future Collaborative Efforts: Finally, Emily expressed pride in DNS Research Federation’s collaborative efforts with the Global Anti-Scam Alliance (GASA) through projects like DAP.Live and the proposed Cybercrime.Exchange (CCX), aiming to create a global environment for sharing data and signals to fight cybercrime.
