This program of Wikimedia Ukraine is to be concentrated on running the contests (article and photo) and supporting thematic (collaboration) editing weeks and months. It is oriented towards attracting new users and trying to improve retention of active ones. This is a program aimed at content creation, but also coaching, as contests involve more experienced users helping newbies to learn the rules and to adjust.
