Set the language variant of the user interface according to geolocation, for relevant languages

Description

The Portuguese Wikipedia is always shown by default using European Portuguese (pt) for the interface language. It makes sense to use Brazilian Portuguese (pt-br) when people access the site from Brazil.

This can be useful also for other languages, such as English (British English), Chinese (Traditional for Hong Kong and Taiwan), etc.

I'd be very against using en-gb for british people unless the translation issues are sorted. Me and Reedy being one of few is a good thing currently. Some of the issues have lasted months. See T286901: Explore options to avoid people translating into wrong language for some history.

Note that en.wikipedia currently discourages people from setting their interface language as en-GB or en-CA, due to the fact these miss out on many local message customisations (see village pump discussion, and the messages in Special:Preferences). I don't know if other projects have similar issues.
