Currently the other globalblocking messages are overrided in Wikimedia to provide some information on appeal (see https://gerrit.wikimedia.org/r/plugins/gitiles/mediawiki/extensions/WikimediaMessages/ /refs/heads/master/i18n/wikimediaoverrides/en.json#24).
For IP blocks, the message is "If you believe you were blocked by mistake, you can find additional information and instructions in the [[m:Special:MyLanguage/No open proxies|No open proxies]] global policy.\nOtherwise, to discuss the block please [[m:Steward requests/Global|post a request for review on Meta-Wiki]]."
We need to add a similar message for account block. This would be a different message, since NOP policy is irrelavent.
