Switch around formalityIndex for `nl` and `nl-informal`

Description

When the new formalityIndex feature was added in May (during the hackathon), the -formal and -informal language varieties (de-formal, es-formal, hu-formal and nl-informal) were all given $formalityIndex = 1; in their respective MessagesXx.php files. However, logically, this should be different for nl and nl-informal, since nl is formal by default. Switching them around for these languages will give more consistency, where the first argument to {{#FORMAL:}} is always the informal form, and the second is always the formal form.
