Description

Steps to replicate the issue (include links if applicable):

  • Mark a page for translation with some priority languages
  • Set the page as discouraged
  • Try to translate the page into a non priority language

What happens?:
No warning about the priority language is shown

What should have happened instead?:
Warning about priority language should be shown

Software version (on Special:Version page; skip for WMF-hosted wikis like Wikipedia):
Translate: master

Other information (browser name/version, screenshots, etc.):
The page below has priority language set to French but no warning appears:
