Description

Removing MetricsClient#dispatch() requires removing EventLogging::submitMetricsEvent(), which proxies to it.

There are no uses of EventLogging::submitMetricsEvent() in any codebase indexed by Codesearch: https://codesearch.wmcloud.org/search/?q=::submitMetricsEvent\(
