Attempting to create a new user while logged in needs clearer warning message

Description

Steps to replicate the issue:

  • Log into a wiki
  • Go to [[Special:CreateAccount]]

What happens?:

As you are logged in, you are asked in a box headed Reason (publicly logged):

  • "Why are you creating another Acco" (sic)

The rest of this message is hidden due to the size of the box.

To inexperienced wiki users (such as those creating a new account), it's not clear why this is being asked.

This is not idiot-proof. I've witnessed new users create two new accounts, one seconds after the other: Maybe they thought the first attempt had failed.

What should have happened instead?:

A system message is needed here as a warning; something like:

⚠️Warning: You are already logged into the account $accountname . This page will create an additional, extra account. You will be asked to explain why you wish to create this account.

This should go in a prominent position; somewhere near the top of the page would be good.
