This bug is caused by load.php and only happens on Wikimedia Commons File: pages.
Steps to replicate the issue (include links if applicable):
- Go onto any File: page on Wikimedia Commons, such as https://commons.wikimedia.org/wiki/File:Sponge-viscose.jpg
- Scroll part way down the image
- Refresh the page
- Bug occurs when the page finishes reloading (see below)
What happens?:
- After the page reloads, the entire page slowly scroll upwards for about 1.5s (video linked below)
- If the page is repeatedly refreshed, it repeats scrolling upwards until eventually reaching the top
What should have happened instead?:
- After the page reloads, it shouldn't move around
Software version (skip for WMF-hosted wikis like Wikipedia):

- The issue happens in the skins "Vector(2022/2010)" and "Timeless"; but not "MinervaNeue" nor "Monobook".
- My OS is Linux Mint 20.2
- My browser is Firefox 95.0 (most recent in my Software Manager). I disabled all addons while troubleshooting.

- Disabling Javascript, or blocking commons.wikimedia.org/w/load.php in uBlock prevents it from happening
