CentralNotice admin UI should display warnings on potential banner overload

Description

When an admin attempts to create a campaign that could overload users with banner impressions we should show warnings before they save.

  • No category
  • No impression limit
  • Dates overlap with many other campaigns for the same language, login status, device, and project

May help reduce complaints of too many banner impressions: T331671

Event Timeline

1, as a CentralNotice admin this makes sense and would be a useful administrative interface element. When creating a new campaign, important features like impression limiting (which significantly impacts user experience for people served banners) are by default hidden inside a toggle box in the Extra campaign features section; it is reasonable to assume some CentralNotice admins might miss the option or fail to configure it appropriately.

I'm also sharing one screenshot of an existing UI error message that, while a little more technical in nature, still provides some qualitative feedback and could be a model for 'helper' messages. This one appears if you select more than the default 1 User bucketing option but don't have a banner in all buckets:
