FYI: Other changes to the CheckUser tables

Description

As discussed in T324907#8541865, moving cuc_type = 3 entries out of the cu_changes table does not impact our pipelines. But it's good to know so I'm making this task to track the change and adding some comments to the relevant sql scripts.
