Description

This task involves the work of making volunteers aware that people who have the Discussion tools beta feature enabled will soon see:

The ToC updated with the number of comments within each H2
A new position for the Add Topic button
The "Latest comment" indicator at the top of every talk page that appears with the User Talk and Article Talk namespaces

Announcement(s) are made so that volunteers at each of the wikis listed above anticipate the arrival of the new page frame features
Any blocking issues are documented above
