This is the EditPage (action=edit form) specific part of T304747: Newcomer task tags are not visible in Special:RecentChanges feed after VisualEditor edits. We should probably either use the EditPage::showEditForm:initial hook to add and persist a hidden input field based on the URL parameter, or use the help panel JS code to inject it; and then detect it in the RecentChange_save hook, similar to how we do it for VE.
