[SPIKE] What skins will the Editing Team ensure Usability Improvements support?

Description

Prompted by the discussion in T305655, this task involves the work with defining what skins – if any – beyond Minerva, New Vector, and Vector Legacy the Usability Improvements be compatible with.

It should be clarified that we support Vector(new legacy) on desktop only, and Minerva on mobile only. It is technically possible to use Vector on mobile and Minerva on desktop, but those are unsupported edge cases.

Thanks @ppelberg, this looks much better (with @Esanders’ comment). However, I’d write “any other skins” instead of listing each skin—there are actually much more skins, just most skins aren’t installed on Wikimedia wikis. While using DiscussionTools outside of Wikimedia is not yet supported, I very much hope that it’ll be one day, and then it’d be good to be clear about third-party skins’ support status. Wikimedia wikis could also get new skins in the future, so if this support table will apply in the maintenance phase as well, those can also cause “holes” in support status.
