Deploy Growth features to 100% of newcomers on any wiki that has less than 500 monthly registrations

Description

In a discussion, @nettrom_WMF said: "I think we should deploy the features to 100% of users on any wiki that has less than 500 monthly registrations."

The idea is to return to wikis where the Growth features are already deployed, and increase to 100% for wikis that get less than 500 new accounts per month.

@Trizek-WMF -- I think with this task the idea is to return to wikis where the Growth features are already deployed, and increase to 100% for wikis that get less than 500 new accounts. Is that right? Could you please clarify the task description to explain that? If so, that list of wikis is:

It is trivial to enable features for 100% of users for a given set of wikis. We don't currently have a way to measure registration live.

The Growth team tools will be available for all newcomers at XXX wikis. You can help translate the interface. Local administrators can configure Growth features directly on their wiki.

  1. The entry would end with a link to either this phab-task, or another task. Please either: add a specific list of wikis which will receive these new tools into this task's Description (IIUC, it's this listing), or point me towards a task that already contains the list which I should link to instead. This will enable Tech News readers to easily see which wikis are affected.

Checked some wikis - new accounts (checked desktop and mobile) will get Growth features that work as expected.

FTR, it's not a new deployment, rather, it's turning off A/B testing at small wikis (where small is defined as "less than 500 new accounts per month"); the previous configuration was 80% treatment, 20% control.
