If we have separate npm scripts for eslint/stylelint/etc. it makes it easier to run them individually from the command line
There is also the fact that Grunt in general is in decline and per reasoning laid out at T246321: [EPIC] Transition Gruntfile.js tasks to NPM scripts in some projects and subtasks should be replaced
