Per T257490#6420277, the convention on the ruwiki help desk page is to post new questions at the top, not at the bottom. We should add a configuration setting that causes QuestionPoster to post help desk questions to the top of the page (but only on the help desk, not on user talk pages).

@Iniquity -- do you think this is an important issue that we should work on? Usually, new questions on the Russian help desk go to the top. But our feature posts new ones to the bottom.
I think yes, this is important. We have 99% of the messages on the forums from the top, and beginners need to get used to this :)

I've 2'ed the patch; next this needs config patches for beta (should we use ruwiki? If so @Iniquity please provide us with the title to use for the Help Desk) and then a patch for production ruwiki.
